Rule 12
To bear witness at the deliverance

(1) Prisoners in prison should be released if they are a close relative or friend, or if not, 3-4 people or nearby witnesses must prove that they have been released and release them on the same day.
(2) If the detainee is to be released, he should be sent to the detention office as far as possible. Only if the office is far away, he should be released according to sub-rule (1).
